1.0         PREAMBLE

The NATIONAL BOARD FOR TECHNICAL EDUCATION (NBTE) KADUNA, a Parastatal of the Federal Ministry of Education, intends to execute the following projects under the 2019 Capital Appropriation Act. The Board hereby wishes to invite interested and eligible Contractors and Suppliers with proven capabilities to submit Technical Bids and also Expression of Interest by Civil Engineering Firms for the following projects:



2.1     Remodelling and Renovation of NBTE Secretariat Complex, Medical Center, Center of Excellence (COE) and Liaison Office, Abuja;

This includes but not limited to the following:

  1. Complete remodelling and renovation of the Secretariat Complex, Kaduna;
  2. Complete renovation of NBTE Medical Center, Kaduna;
  3. Complete renovation of NBTE Centre of Excellence, Kaduna;
  4. Complete renovation of NBTE Liaison Office, Maitama Abuja.


2.2   Upgrading and Automation of NBTE Library to E-Library

         This will involve the following:

  1. Deployment of e-library Software and Application;
  2. Procurement of Servers, Computers, OCR Digital Scanners, Heavy duty Computer Printers.


2.3   Construction of Staff Offices at NBTE Center of Excellence (COE)

         This involves the Construction of a Block of Offices for staff use at the Center.


2.4    Expression of Interest for Consultancy Service by Civil Engineering Firms for Construction of Staff Car Parking at NBTE Secretariat.

The consultancy service required is for the following works:

  1. Undertaking of Soil Tests at the site,
  2. Production of Engineering Designs and Specifications of the parking lot
  3. Production of Engineering Bill of Quantities for the works.


2.5   Computerization of Finance and Physical Planning & Development Departments:

The scope of the works includes but not limited to the following:

1. Deployment of Project and Facilities Management Systems (PFMG)

2. Deployment of Payroll, Audit and Assets Management Systems

3. Procurement of Computers, Servers, OCR Digital Scanners

4. Knowledge Transfer for:

  1. Database Administrators;
  2. Systems Administrators;
  3. End Users 48 Port Patch Panel;



The interested, competent and reliable Contractors and Suppliers are to provide verifiable evidence including but not limited of the following documents:

  1. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7; 
  2. Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2019;
  3. Evidence of current Pension Compliance Certificate valid till 31st December, 2018;
  4. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019;
  5. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2019;
  6. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 30/6/2019 or valid Certificate issued by BPP.
  7. Sworn Affidavit:
  • disclosing whether or not any officer of the relevant committees of the (state name of the procuring entity, or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
  • that the Company is not in Receivership, Subject of Any Form of Insolvency or Bankruptcy Proceedings or The Subject of Any Form of Winding Up Petition or Proceedings
  1. Company’s Audited Accounts for the last three (3) years - 2016, 2017, 2018;
  2. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
  3. Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc.);
  4. Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
  5. List of Plants/Equipment with proof of Ownership/Lease (where applicable);
  6. Evidence of Firm’s Registration/Practice Licence issued by COREN (Lot 2.4) ICAN/ANAN, NITDA (Lot 2.5)
  7. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC)  as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.


4.0         NOTE:

4.1   The Technical Bid/EOI Documents must be arranged in the order listed above. Submissions could be disregarded for failure to comply with this instruction;

4.2   Any Company that submits fake documents shall be disqualified outright and will be reported to the appropriate authority;



Companies are to submit two (2) copies each of the Technical bids in separate sealed envelopes, boldly marked “TECHNICAL BID” FOR (THE PROJECT INTERESTED IN)” to NBTE, Kaduna. Only one Project is to be Applied for.


Consulting Firms are to submit two (2) copies each of the EOI in separate sealed envelopes, boldly marked “EXPRESSION OF INTEREST FOR LOT...”.


All Bids/EOIs must be delivered by hand on or before 12:00 noon on Monday, 24th June, 2019 addressed to:

    1. Technical bids/EOI documents will be opened at 12:00 noon on Monday, 24th June, 2019 at NBTE theatre, New Office Block Wing, NBTE Secretariat Complex, Kaduna;
    2. Works: Only pre-qualified bidders will be contacted at a later date for collection of tender documents;
    3. Consultancy Services: Only shortlisted bidders will be contacted at a later date for collection of Request for Proposals
    4. NBTE will not enter into any correspondence with any unsuccessful Supplier.
    5. This Advert shall not construe to be commitment on the part of NBTE nor shall it entail the Company to make any claim(s) whatsoever and/or to seek any indemnity from NBTE by virtue of such Company having responded to this Advertisement.
    6. The NBTE is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007
